CURP Brief: Does Philanthropy Have a Role in Criminal Justice Reform?

National Criminal Justice Reform and Philanthropy, Fall 2015

Background
In February of 2015, the MacArthur Foundation launched the Safety and Justice Challenge, with a $75 million pledge to support local court jurisdictions to research and implement criminal justice reforms.
The MacArthur Foundation selected 20 communities as the first cohort in the Challenge Network, including New York and Chicago.

Current National Context
Criminal Justice reform has unique place in the domestic public policy receiving some level of bi-partisan support.

Congress currently has two proposal to address specific aspects of Criminal Justice reform, the Smarter Sentencing Act of 2015 (February 2015) and the SAFE Justice Reinvestment Act of 2015 (June 2015).

Criminal Justice Reform Current Research
The Vera Institute continues to stand at the forefront of Criminal Justice research and advocacy. Their 2015 report, Incarceration’s Front Door: The Misuse of Jails in America has given specific attention to local practices and justice outcomes that signal inefficiencies in America’s Criminal Justice system.

Continuing the National Discussion
The Council of Foundations, and in close consultation with the San Francisco Foundation, Laura and John Arnold Foundation, New Profit, and the MacArthur Foundation, recently held an online forum concerning strategies specifically for grant makers and local communities to consider that address criminal justice reform.

Participants in the online forum cited social innovation, collaboration and local community leader involvement among the key approaches to effectively implementing local criminal justice reform.
